Dormant Accounts

Last checked:

Under standards set by the Alcohol and Gaming Commission of Ontario, an online casino balance does not vanish simply because an account sits untouched for twelve months. Regulated gaming frameworks in Canada require operators to preserve a player's entitlement to their cash, establishing specific procedures for frozen profiles and returned deposits.

The treatment of unspent money depends on whether an account is classified as dormant, fully deactivated, or placed into a self-exclusion registry. While terms vary across provincial boundaries and private operators, provincial standards prevent platforms from outright confiscating real-money balances purely because of player absence.

Dormant is not forfeited

AGCO standards draw a line between an account temporarily frozen for inactivity and one deactivated on a permanent or formal basis. In both states the player keeps the right to recover the balance owing to them.

Dormancy, Deactivation, and How Provincial Regulators Define Inactivity

The Alcohol and Gaming Commission of Ontario, known as the AGCO, draws a strict legal distinction between an account that is dormant and one that is deactivated. Under AGCO definitions, a dormant account is a player account temporarily frozen due to inactivity and made unavailable for player log on and use. A deactivated account, by contrast, is an account made no longer available to the player for log on and use on a permanent or formal basis.

Dormancy acts as an operational pause rather than an immediate termination. AGCO iGaming standards state that operators must make reasonable efforts to inform account holders when funds remain inside dormant profiles. If an account transitions into dormancy, the standards dictate that the player must still be able to recover the balance owing to them.

The same recovery standard applies when an account is formally deactivated. Whether the deactivation is triggered by the player directly or initiated by an authorized individual, AGCO regulations mandate that the individual retains the right to recover their remaining balance.

Provincial rules do not dictate one single inactivity deadline for all licensed private commercial sites. In its published guidance, the AGCO specifies that individual operators retain the authority to set their own reasonable timeframe for classifying an account as dormant.

Differing Timelines from OLG to British Columbia’s PlayNow

Government lottery corporations maintain specific, published timetables for tracking player inactivity and dealing with unutilized funds.

PlatformInactivity thresholdWhat happens to the balance
OLG.ca (Ontario)36 consecutive months without a player-initiated transactionAccount becomes dormant, then is deactivated no earlier than the 31st day of dormancy; unutilized funds are retained for payout
PlayNow (BCLC)12 consecutive months without a deposit or purchaseThe platform reserves the right to close the account; the cash balance is returned once identity is confirmed

The Ontario Lottery and Gaming Corporation, or OLG, establishes a 36-month threshold. An OLG.ca player account enters dormant status if there has been no player-initiated transaction for 36 consecutive months, provided the account holder is not registered in the My PlayBreak program. If the account has not yet moved to full deactivation, completing a new player-initiated transaction immediately removes the dormant status.

Once an OLG account stays dormant for 30 consecutive days, the operator moves to deactivate it. That step occurs no earlier than the 31st day following the initial dormancy date. When deactivation takes place, OLG automatically retains the unutilized funds until it either approves a formal reactivation or receives instructions from the player or their legal representative regarding where to send the payout.

British Columbia operates on a faster timeline. The British Columbia Lottery Corporation notes on its PlayNow platform help pages that it reserves the right to close an account if it remains inactive for one year or more. PlayNow defines inactivity as a 12-month period without a deposit or a game purchase.

When BCLC closes an inactive account, the cash balance is not forfeited. PlayNow terms state that the customer must provide additional identity details and documentation as required by BCLC to facilitate the transfer of the funds. Unused promotional balances, such as PlayNow Tokens, are excluded from balance disbursements.

How Self-Exclusion Affects Account Balances and Outstanding Wagers

Entering a responsible gambling program alters account access immediately while maintaining the player's right to their actual cash.

Under AGCO standards, when an individual registers for self-exclusion, the operator must instantly log them out. The user is barred from logging in for the entire duration of the exclusion term. Despite the lockout, operators are required to maintain a mechanism that facilitates the return of unused balances to the self-excluded player upon request.

Ontario has also codified rules for a Centralized Self-Exclusion Program administered by iGaming Ontario. This structure allows players to exclude themselves across all regulated internet gaming sites in the province through a single submission. Operators connected to the registry must prevent enrolled individuals from setting up new accounts or logging into existing ones.

The centralized system carries strict rules for unsettled bets. AGCO standards mandate that operators cancel all outstanding wagers and refund those amounts directly into the player's wallet within 24 hours of the player appearing on the centralized registry. In guidance materials, the AGCO noted that while the technical implementation date for the centralized system remained subject to operational scheduling, operators, OLG, and iGaming Ontario would receive advance notice before mandatory integration.

Getting the money out, by the state the account is in
  1. Idle but still accessibleSign in and submit a standard withdrawal to an authorized bank account. Under operators like OLG, completing a transaction also resets the inactivity clock.
  2. Dormant or deactivatedLog-in portals reject normal credentials. Contact support and start identity verification — BCLC requires specific identifying information before releasing a final cash balance.
  3. Leaving for goodWithdraw everything first, then request formal deactivation, so no unutilized funds sit in an operator's holding account.

Steps for Withdrawing Balances and Formal Account Closure

Reclaiming money from an inactive profile depends entirely on the current operational status of the account.

For an account that is simply idle but still accessible, the process requires signing in and executing a standard withdrawal request to an authorized bank account. Completing a financial transaction also resets the inactivity clock under operators like OLG.

When an operator has already locked the profile under dormant or deactivated status, log-in portals will reject normal access credentials. Players in this situation must reach out directly to the operator's support staff to start an identity verification process. BCLC, for example, requires players with closed accounts to provide specific identifying information before releasing the final cash balance.

If a player decides to step away from a platform permanently, requesting formal deactivation after withdrawing all remaining funds prevents the account from drifting into administrative limbo. A clean withdrawal followed by an explicit deactivation request leaves no unutilized funds sitting in an operator's holding account.

For accounts already marked dormant, the immediate task is not contesting the label, but submitting the identity verification files required to release the balance.

Questions players actually ask

How long before an account goes dormant?

There is no single provincial deadline for licensed commercial sites: the AGCO leaves each operator to set its own reasonable timeframe. OLG.ca uses 36 consecutive months without a player-initiated transaction; PlayNow defines inactivity as 12 months without a deposit or purchase.

Can the operator keep my money once the account is closed?

OLG retains unutilized funds until it approves a reactivation or receives instructions on where to send the payout. BCLC returns the cash balance once identity is confirmed, although unused promotional balances such as PlayNow Tokens are excluded.

What happens to open bets if I self-exclude?

Under the centralized program, operators must cancel all outstanding wagers and refund those amounts into the player's wallet within 24 hours of the player appearing on the registry.

Every brand on this site is matched against the regulator that actually licenses it — AGCO with iGaming Ontario in Ontario, AGLC in Alberta, the provincial lottery corporation elsewhere — and we read the payout, bonus and verification terms in full before the page goes up. There is no Canada-wide casino licence, so we name the province each time.
